KUDOS TO NYACK RESTAURANTS

Patti Aagaard, owner of Reality Bites Cafe, has pulled together six Nyack restaurants to provide Christams parties for 90 children who attend preschool at Nyack Head Start. The children will enjoy lunch and gifts courtesy of the participating restaurants and community supporters. The participating restaurants in addition to Reality Bites are: Black Bear, 82 Main Street, 675-7020; Manna, 104 Main Street, 353-9846; Nyack Gourmet, 92 Main Street, 348-8855; Olive's, 118 Main Street, 353-4377; O'Malley's, 108 Main Street, 727-0514.

If you would like to donate a gift for a child, drop it off at any of the restaurants or at Nyack Village Hall, 9 North Broadway, Nyack by Friday, December 19th. Everyone who donates a gift receives a coupon for a 15% discount at one of the restaurants.

ESL GROWING THANKS TO TD BANK

We are pleased to report that TD Bank has made a donation of $5,000 to support the new ESL Family Literacy Program headed up by Eric Alcin, thus joining Commerce Bank and Target in a valuable community education program. We believe and know that families that learn together grow together. Parents of our preschool children will enhance their children's education by being involved in education themselves. RESULTS DEMONSTRATE SUCCESS

We have recently commpleted assessment of our outcomes with children attending Head Start preschools in Haverstraw, Nyack, and Spring Valley, West Street, and Kids Corner in 2007-2008. We are pleased to see positive growth and improvement with gains ranging from 46.6% to 52.2%. These included: Language Development, 2.4 to 3.6, 1.2/51.9% gain; Literacy, 2.2 to 3.3, 1.1/46.6% gain; Mathematics, 2.3 to 3.5, 1.2/52.2% gain; Science, 2.3 to 3.5, 1.2/50.6% gain; Creative Arts, 2.6 to 3.9, 1.3/47.5% gain; Social and Emotional Development, 2.7 to 4.0, 1.3/48.3% gain; Applied Learning, 2.7 to 3.9, 1.2/47.1% gain; Physical Health, 2,9 to 4.2, 1.3/46.8% gain.

Congratulations to all of our teachers for a job well done. And,of course, congratulations to each of the children on success in their preparation for academic success in elementary school and beyond.

HOLIDAY BOOK DRIVE - Noember 1 at 1pm

Ouida F. Dawson, executive director of Head Start of Rockland, and Miriam Kahan, director of Spring Valley Head Start joined Jocelyn F. Ford, store manager of Barnes & Noble in Nanuet in announcing plans for a Holiday Book Drive to share the gift of literacy with low income children who attend Head Start preschool. The drive will be kicked off Saturday, November 1st at 1:00 p.m. with a reading by Jason Edwards, author of Will Allen and the Great Monster Detective, at the Barnes & Noble Bookstore at 140 Rockland Plaza in Nanuet.

Dawson said: “All of us at Head Start appreciate the thoughtfulness and generosity of Barnes & Noble staff in Nanuet picking our agency and our children to benefit from this wonderful holiday tradition. The gift of a book lasts a lifetime and puts a child on the road to love of reading and learning.”

Kahan added: “Spring Valley Head Start children, parents, and staff welcome this opportunity to partner with our neighbor, Barnes & Noble in Nanuet, in strengthening our literacy efforts and bringing each child we serve the gift of a treasured book this holiday season.

Ford noted: “Barnes & Noble distributed 1.16 million books to children nationwide last year and we hope to duplicate that success again this year. WALK AND ROLL

The Rockland County Department of Health announces that it is not too late for residents to participate in the innovative stroller exercise and socialization program, Walk & Roll, at the Palisades Center that meets each Wednesday morning at 10 a.m.

In partnership with Good Samaritan Hospital and the Palisades Center, the Walk & Roll program is part of the WALK IT! mall walking program. Families with young children, ages birth to four, are invited to join Walk & Roll sessions to ‘Socialcise’ (socialize and exercise) as a key to a healthy lifestyle.

Participants gather each Wednesday morning at 10 a.m. in the H&M Court located on Level 1 of the Palisades Center. The program will continue through Wednesday, August 13, 2008, so there are still five more weekly sessions for interested families. Registration is not required so lace up and join us!

Each week features a mild exercise session involving a one-mile group walk around the mall, during which parents socialize with each other, and relevant nutrition and health information for both parents and their children is discussed. Participants in the program earn prizes just for walking. Attendance and participation at the remaining five weekly Walk & Roll sessions will guarantee parents or guardians one $20 gift card to the Palisades Center or to select stores located there, including Target and Macy’s among others.

Walk & Roll participants also receive access to monthly health and wellness programs offered at the mall, complimentary healthy refreshments for both adults and children, fun activities for children, time to socialize, and free giveaways and goodies. And don’t forget to allow some time for walking the mall, after all, you are already there… just WALK IT!

The Palisades Center offers two miles of an indoor climate-controlled environment, plenty of window shopping, entertainment, child play areas, and more, making the center an excellent place to be physically active. We join WILBUR in saluting these outstanding child care professionals for their commitment to children here in Rockland County. Their work has been and remains a labor of love. We are blessed to have them with us.

RECORD CHARITABLE GIVING IN 2007

The Indiana University Center on Philanthropy in its annual Giving USA reports a record high of $306.39 Billion in charitable donations in 2007, an increase of 3.9% over 2006. This estimated $306.39 Billion is an increase of 88% since 1997 when charitable giving totaled $163 Billion. Donations accounted for 2.2% of U.S. Gross Domestic Product. Think of the impact were we all to tithe and have that figure multipled 4.5 times?

It is heartening to note that donations to educational organizations like Head Start rose 6.4% to $43.32 Billion, while contributions to human services charities grew 8.4% to $29.64 Billion. We are always heartened to see this annual growth and understand that we Americans are the most generous people on Earth.

A new video series, Guide to Your Teen, from from the Partnership for a Drug-Free America® will air on Comcast's Video On Demand. Comcast, the nation's leading provider of entertainment, information and communications products and services is working with the Partnership for a Drug-Free America to deliver educational programming to help parents connect with their teens.

Comcast's commitment to helping the Partnership educate and empower parents to have frequent, open conversations with their kids about making healthy choices, especially when it comes to drugs and alcohol, is now available at the touch of a button. Comcast customers can view the newly created VOD Series titled Guide to Your Teen to learn why "normal" teen behavior can appear to be anything but normal to parents, find tips and tools to help parents navigate the teen years, and explore the science behind teenage brain development. The Food Bank of the Hudson Valley recently awarded Head Start of Rockland a grant of $1,000 for its Food Bank program for children and families attending Nyack Head Start. The awrd is given as part of the Partners in Caring program of the Wakefern Food Corporation in conjunction with 23 Shop Rite and 2 Price Rite stores in a nine-county region of the Hudson Valley. Awards support programs for food pantries, soup kitchens, after school and day programs. We appreciate their continuing generous support.

UNITED WAY - YOU'RE THE TOP!

Ouida Dawson and I had the privilege of representing Head Start at You’re the Top!, the United Way of Rockland Recognition Breakfast held at Good Samaritan Hospital. The highlight of the morning was a talk by Pamela Floyd, an English teacher at Rockland Community College and a recipient of services from the Association for Visually Impaired. Pamela is virtually blind and an imposing figure at over six feet tall. Her talk brought back memories of my own study of American and English literature. She is a reminder that any challenge is an opportunity for growth. It is either in Japanese or Chinese that the word for opportunity and disaster are the same. She concluded with a message from James Joyce in Finnegan’s Wake about the power and impact of casual kindness of strangers.

Among the innumerable awards presented were the largest corporate donor won by Orange & Rockland’s 1,100 employees with total giving of $275,000 for an average gift of $250. There were 19 top corporate campaigns, each of which raised $10,000 or more. For Head Start, this would require 100% participation and an average gift of $66.66 or $1.28 a week. If each staff member were to do without a single cup of coffee each week, Head Start could reach that level of giving.

The top nonprofit campaign was won by Meals on Wheels of Rockland, while the highest percentage increase at 30% was won by HSBC. If any of you have participated in team sports, you know you like to win. I hope we will challenge ourselves this Fall and strive to increase our level of giving and our percentage of participation. For example, a 35% increase would make us a contender, if not a winner. If you gave $10 last time around, this is just a $13.50 gift. We can do this!

Among the tips we picked up from those who did well this year were:

* An internal slogan contest for our United Way campaign.
* A breakfast to kick off our drive.
* One-on-One contact by campaign leaders, your colleagues.
* Meetings at each site on the campaign.
* Presentations by other United Way member agencies to our staff.

Auditions for Chiku Awali African Dance and Drum Company of Rockland will be held on June 5, 2008 from 4 to 7 p.m. at the Ramapo Cultural Arts Center, 64 N Main Street, Spring Valley, New York. Auditions are open to children, teens and adults.

OUR GOOD NEIGHBOR - HEAD START OF ROCKLAND

The children of Head Start of Rockland interact with the Nyack Senior Center once a month.

The children and seniors work together doing arts and crafts, and sometimes the children perform for the seniors by singing or dancing. The children learn to enhance their social and emotional skills by having self control and knowledge of family and community.

The seniors enjoy watching or helping the children finish their tasks.

The smiles of both the children and the seniors are words that you cannot describe.

William Randolph Hearst Endowed Fellowship for Minority Students

The Nonprofit Sector and Philanthropy Program ( http://www.aspeninstitute.org/nspp ) of the Aspen Institute ( http://www.aspeninstitute.org/ ) in Washington, D.C., offers the
William Randolph Hearst Endowed Fellowship three times annually. The fellowship, which is based on academic excellence and need, is open to both undergraduate and graduate students of color. The Hearst Fellow serves as an intern with NSPP. Through this fellowship, NSPP seeks to introduce a diverse group of students to issues relating to philanthropy, volunteerism, and nonprofit organizations. Recipients may arrange with their colleges or universities to receive academic credit for this experience.

The ideal candidate for this fellowship is a highly motivated continuing graduate or undergraduate student from an under- represented community. She or he should have an excellent academic record and also have the following: outstanding research skills; demonstrated interest or experience in the nonprofit sector; excellent writing and communication skills; demonstrated financial need; and American citizenship.

The student must be able to intern for ten to fifteen weeks at the Washington, D.C., office of the Aspen Institute. It is generally expected that the fall and spring internships will be part-time (ten to twenty hours a week) and summer internships will be full-time. All travel and housing costs must be covered by the student.

A fellowship grant of between $2,500 and $5,000 will be awarded, depending on the recipient's educational level, financial need, and time commitment.

Prom season is fast approaching and how teens choose to make prom night memorable often differs from how a parent would hope it would be remembered. For many teens, this time of year offers a taste of new freedoms, and the temptation to engage in risky behavior. Visit The Partnership for a Drug Free America blog, "Decoder" at www.decoder.drugfree.org - a destination for parents to discuss and offer insights on teen culture and teen behavior - and post a comment about prom season.

According to the National Highway Safety Administration, between now and graduation:
58 percent of traffic fatalities are attributed to alcohol-related incidents involving teen drivers during the prom and graduation period; This compares with 41 percent for the rest of the year, while 36 percent of all alcohol-related traffic fatalities are young people between the ages of 15 and 20, below the legal age to consume alcoholic beverages.

We are pleased that Reading Is Fundamental (RIF) reports 150 Congressmen and 49 Senators have signed a "Dear Colleague" letter urging support for continuing RIF's federal funding. This was due in large measure to 11,000 RIF friends writing more than 45,000 letters and e-mails to Congress. FLIERL ADDRESSES UNITED WAY

Peter Flierl, MSW, Director of Philanthropy & Communications, was privileged to speak at the annual meeting of the United Way of Rockland on leveraging United way Community Impact Funds to generate additional funds for the Head Start healthy eating initiative. We were looking to raise at least $51,000 or ten cents per meal to help cover the increasing costs generated by providing healthier meals and snacks to our children, i.e., more than 300,000 meals.

Flierl spoke about using the United Way inspired proposal writing that created greater awareness of the collaboration with Cornell Cooperative Extension for nutrition education in the classroom for children and at each Head Start school for parents. The basic concept was then used successfully to request a $50,000 grant from Rosie's For All Kids Foundation for whole food. That grant is expected to lead to additional grants of $90,000 over the next 3-4 years.

Flierl also noted Head Start of Rockland's need for new funding from the private sector. Often perceived as a behemoth as one of the top 200 employers in Rockland County and with a budget in excess of $10,000,000 annually, the public and business don't understand that the agency lives hand to mouth with operating reserves of about one week's expenses.

Flierl thanked United Way of Rockland for its generous support, noting that the impact is real, that we expect to help children eat healthier and make better lifestyle choices.

Rockalnd Family Shelter has done it right in its new headquarters and shelter on Johnsons Lane in New City. We attended the regular meeting of the Institute for Nonprofits and were blown away by the new facility. It is bright, cheery, and inviting. The support group room and kitchen is a place where you could comfortable snuggle in with a good book and be set for hours. Congratulations to Carolyn Fish, her board, and staff on a job well dome!

George Goldsmith, chairman of the Statewide SEFA Council, and Ouida Dawson, executive director of Head Start of Rockland, announced that Head Start has been admitted to the New York State Employees Federated Appeal. This coveted designation permits state employees to make contributions directly to Head Start and other approved charities.
SEFA, the State Employees Federated Appeal, is a charitable solicitation of New York State employees conducted under the authority of State Finance Law § 201-1. State employees may give to any of the charitable organizations that participate in SEFA, which now includes Head Start of Rockland. Most important, SEFA unlocks the power and convenience of payroll deduction for making contributions.

SEFA encourages participants to make their contribution a personal and meaningful decision, including designating their gifts for specific charities like Head Start of Rockland. Employees may have their gift sent to one, two, three or more specific organizations. The choice is theirs.
Head Start of Rockland is the leading provider of preschool and early childhood education in Rockland County with nearly 900 children attending its schools. Advocates who care for young children will conduct a "Virtual March" on Washington on Tuesday, March 4, 2008 urging Congress to provide icreased funding for Head Start and child care.

Child care and Head Start funding has been essentially flat for 7 years. The minimal increase of $148,000,000 for Head Start barely meets inflation and does nothing to pay for quality improvements in the recent bipartisan reauthorization of the Head Start Act.

READING IS FUNDAMENTAL IN JEOPARDY

Reading Is Fundamental is in jeopardy of losing its federal funding, as it is not included in the current FY09 federal budget.

If you would like to do something about continuing the program, log on to www.RIF.org or http://capwiz.com/rif/mailapp/ and let the country know children need these books.

The proposed budget eliminates the Inexpensive Book Distribution program, which is managed by Reading Is Fundamental (RIF). It is authorized under the Elementary & Secondary Education Act, SEC.5451 Inexpensive Book Distribution program for Reading Motivation and is not funded through earmarks. It has been funded by Congress and six Administrations without interuption since 1975.

Unless Congress reinstates funding for this program, RIF will be unable to distribute 16 million books annually to the nation's youngest and most at-risk children. This would be devastating to children here in Rockland and to the other 4.6 million chidren and their families who receive free books and reading encouragement via RIF programs at nearly 20,000 locations throughout the United States.

Head Start of Rockland programs in Haverstraw, Nyack, and Spring Valley serve approximately 411 low income children and their families. Through the RIF program, we have been able to give each child three books. The program brings families into the classroom for RIF events to share the joy of reading and learning with their children. It is an integral part of the education program.

Adopt-A-Road SECOND AVENUE CLEANUPS

NEED CASH? United Way of Rockland County Kicks Off Its Free
Tax Preparation Program Focused on Creating Assets, Savings and Hope

The United Way of Rockland County kicked off CASH, its free tax preparation program on Monday, January 28 at 10 a.m. at Key Bank in Spring Valley. CASH – Creating Assets, Savings and Hope - provides free tax preparation by IRS-certified volunteers to those who qualify for the Earned Income Tax Credit (EITC), as well as other tax credits that may be available to them, by filing their federal and state tax returns. Partners in the United Way’s CASH initiative -- including the County of Rockland, Haverstraw Center, the IRS, Key Bank, Palisades Federal Credit Union, Temple Beth Torah and The Herman Goldman Foundation – were recognized at the kickoff as well. Participants in last year’s CASH effort will be on hand to provide testimonials about the program.

CASH is one of UWRC’s Community Impact Initiatives aimed at helping Rocklanders meet their basic needs. CASH is focused solely on providing tax preparation assistance to those families with a household income of $40,000 or less a year (or singles making $12,400 or less). EITC tax refunds are often used by Rocklanders to help meet basic needs including car repairs, medical expenses and more.

This is the third year that United Way of Rockland County is spearheading the CASH effort. In 2007, 55 United Way CASH volunteers helped recoup $307,962 in refunds ($184,839 in EITC) for Rocklanders. The United Way’s CASH program underscores its commitment to help Rockland residents protect and meet their basic needs at a time when the gap between take home wages and essential expenses is growing rapidly. Individuals can learn if they are eligible for the CASH program and schedule an appointment at one of three CASH sites in Spring Valley, Nyack or Haverstraw by calling United Way’s 211 helpline.

President George W. Bush Signs "Improving Head Start for School Readiness Act of 2007" Into Law
Yesterday, President Bush signed into law the reauthorization of the Head Start Act. NAEYC strongly urges Congress and the President to provide the increased resources needed to expand Early Head Start and Head Start to all eligible children, and to meet the new requirements for the program. NAEYC will publish a summary of the new law on our website soon.
Statement by President George Bush
Today I signed into law the "Improving Head Start for School Readiness Act of 2007," a bill to reauthorize Head Start. Over the past 40 years, Head Start has provided comprehensive child-development services to more than 20 million low-income children and their families to promote school readiness. Because of the National Reporting System, we know that more Head Start programs are helping children gain early reading and math skills. But we must take steps to improve Head Start to ensure that low-income children arrive at school ready to learn.
I am pleased that this bill addresses several longstanding Administration priorities, such as increased competition among Head Start providers, improved coordination of early childhood delivery systems, and stronger educational performance standards. Increasing competition for providers will help ensure that we offer the highest quality programs to our nation's most vulnerable young children. Greater collaboration among Head Start agencies, schools, and other programs serving young children, will help ensure our investments are better aligned and more effective. Stronger educational performance standards and an emphasis on research-based curricula and classroom practices will increase children's preparedness for school. I also support the bill's provisions to strengthen fiscal accountability and program oversight, so that dollars intended to serve children are spent wisely.
I am, however, deeply disappointed that the bill ends the National Reporting System, our only tool to examine consistently how Head Start children are performing in programs across the nation. We should be working to provide more and better data to parents, teachers, and policymakers, not less. I am concerned that the bill authorizes spending levels higher than those proposed in my budget. Approval of this legislation is not an endorsement of these funding levels or a commitment to request them. I am also disappointed that the bill fails to include my proposal to protect faith-based organizations' religious hiring autonomy.
I thank Members of both parties in Congress who worked on this legislation. I will continue to work with Congress to ensure that our neediest children are prepared for success in school and a lifetime of achievement.

ROSIE’S FOR ALL KIDS FOUNDATION FUNDS HEALTHY EATING

Ouida Dawson, executive director of Head Start of Rockland, today announced receipt of a grant of $50,000 from Rosie’s For All Kids Foundation for whole foods and enhanced nutrition and food services for Head Start schools in Haverstraw, Nyack, and Spring Valley.

Dawson said: “We are pleased and honored that Rosie’s For All Kids Foundation has once again stepped to the plate to provide needed funding for low income children. The foundation was the leading private supporter of our capital construction project in Spring Valley. It is gratifying to qualify for support of our programs, particularly our health and nutrition services.”

Healthy Eating: Feeding the Children is an ambitious initiative that provides more healthful meals and snacks to 569 low income preschool children in Haverstraw, Nyack, Spring Valley, and West Street. Guidelines for Healthy Eating at Head Start schools include:

• Reducing and/or eliminating junk foods, particularly high sugar foods and beverages.

• Improving nutritional quality of lunches by eliminating processed foods and serving whole foods.
• Eliminating all products containing partially hydrogenated fats, MSG, and/or artificial sweeteners.

• Increasing use of seasonal, high quality fruits and vegetables.

• Offering more grains such as whole wheat pastas, brown rice, and whole wheat bread.
• Eliminating high fructose corn syrup and sugary drinks

In addition to changes in meals and snacks being prepared for 569 preschool children each day, Head Start of Rockland is collaborating with Cornell Cooperative Extension to provide Color Me Healthy classes for preschool children and Eating Right Basics for their parents under the direction of Lydia Richards.

Head Start of Rockland serves approximately 204,800 meals, both breakfast and lunch, and over 102,400 snacks over the course of a year. By making meals and snack healthier and providing nutrition education to children and parents, it is hoped children and their families will develop healthier eating habits. This could help lead to a reduction in childhood obesity, childhood diabetes, and other nutrition-related disorders and diseases.

NATIONAL INFLUENZA VACCINATION WEEK

Head Start of Rockland has joined The Centers for Disease Control and Prevention (CDC) in celebration and observation the week of November 26 to December 2 as National Influenza Vaccination Week. The week’s heightened public awareness provides an opportunity to connect families with influenza vaccination resources in our community and in communites across the nation.

The National Influenza Vaccination Week is designed to highlight the importance of continuing influenza (flu) vaccination, as well as foster greater use of flu vaccine through the months of November, December, and beyond. This year, Tuesday, November 27, 2007, is designated as Children’s Flu Vaccination Day, with a focus upon vaccinating high-risk children. Each year, over 20,000 children under age 5 are hospitalized as a result of influenza. This day will help raise awareness about the value of vaccinating children – especially high-risk children – and their close contacts.

DAWSON TO LEAD HEAD START OF ROCKLAND

Wilbur Aldridge, president and chairman of the board for Head Start of Rockland, announced the selection and appointment of Ouida Foster Dawson as Acting Executive Director of Head Start of Rockland, the leading provider of preschool and early childhood education in Rockland County serving nearly 900 low income children and their families. Dawson has been selected after an exhaustive national search to replace Mary Jane Pauling-Jones who retired in late 2006 after 32 years at the helm of the organization.

Ouida Dawson received her B.S. in Child Development from North Carolina A&T State University, and an M.S. in Education, School Guidance & Counseling from Long Island University. She earned an S.A.S. in School Administration and Supervision from SUNY New Paltz. She has over 20 years experience working with children and families, including service as a preschool teacher at Church of Our Saviour Head Start in Yonkers and Union Child day Care in White Plains, followed by service as a social worker with the Westchester County Department of Social Services. She joined Head Start of Rockland in 1989 and has most recently served as director of Haverstraw Head Start, one of three major Head Start programs operated directly by Head Start of Rockland.

Dawson is an adjunct professor at Rockland Community College where she has taught an introduction to early childhood education since 1996. She has also taught abnormal psychology at Westchester Community College. She is a 2005 UCLA Johnson & Johnson Management Fellow Graduate, served as a Girl Scout Leader, was chairperson of the Delta Sigma Theta Sorority Mentoring Program and is past chairperson of the Delta Sigma Theta Sorority Scholarship Committee. She received the Town of Ramapo Outstanding Community Service Award in 2004.

Dawson is active in several professional associations, including: Habitat for Humanity of Rockland, Past President; meals on Wheels of Rockland, Past President; Palisades Association for Evaluation of Young Children, New York State Head Start Association.

Wilbur Aldridge said: “All of us on the board and policy council at Head Start of Rockland are excited and pleased to have Ouida Dawson stepping into this critical leadership position. She brings outstanding experience and a commitment to young children, plus a real knowledge of the communities and people we serve. You might draw some different conclusions. You would be inspired both by the speaker and her grasp of the GREAT AMERICAN EXPERIMENT that is ongoin to today.

Dr. Gaudiani drew on our history from the Arabella sermon of John Winthrop in 1630 speaking of the need in this new land to share our superfluities until necessities are met for all of us. Our declaration of inter-dependence are the two pillars of philanthropy and generoisity combined with opportunity, particularly opportunity to move up in business.

When the first college in America started in 1636, it was only 7 years later that scholarships were being provided for the children of bakers, blacksmiths and tradesmen who otherwise would never be able to receive an education. Gratitude is the second unerpinning. Those who receive learn by example and give back when it is their turn.

Every Cloud Has A Silver Lining?

A less than smooth transition in San Fernando, California where 1,400 preschoolers are out of their classrooms temporarily, as officials at the US-DHHS Administration for Children, Youth & Families scrambles to replace existing governance and management provided by the Latin American Civic Association for 26 schools with a $10 million federal budget. At least for the short term, the Denver-based Community Development Institute will take over administration and operations.

Reminds us of history in Rockland County. A major Community Action Program (CAP Agency) was de-funded. Among the outcomes, a county-wide Head Start of Rockland under the auspices of the Nyack-based Head Start, including the experience and savvy of its Executive Director, Mary Jane Pauling-Jones. Net result? An extraordinarly organization that serves nearly 900 low income children and thier families, is a major employer with nearly 300 employees in its 17 schools, and the efficiencies of a larger infrastructure.

We hope the outcome in California will be a net positive for the community, the families, and particularly the children who get a Head Start on sucess in life and school. What do you thinK?

KOHLHAUSEN HEADS FUND DRIVE

Robert Jimenez, President and Chairman of the Board of Directors of Head Start of Rockland has announced the appointment of Richard Kohklhausen, a principal in Capitol Risk Management Services, to serve as Chairman of the first philanthropic fund drive on behalf of the 40-year-old preschool and early childhood education program for low income children and their families in Rockland County.

Richard Kohlhausen received a B.S. in Chemical Engineering from New York University and earned an M.B.A. from the Hagen School of Business at Iona College. In addition to heading Capitol Risk Management Services, Kohlhausen teaches courses in entrepreneurship for WIBO in the south Bronx and holds a commission in the U.S. Army. He brings passion and zeal to education as a long time friend of Head Start and is a former President of the Nyack School Board. He was recently appointed by Governor George Pataki to the board of trustees at Rockland Community College. He is a resident of Valley Cottage with his wife, Barbara Kohlhausen, and has two adult children, Kimberly and Kristin.

Jimenez said: “We are excited and energized with Dick Kohlhausen agreeing to provide the leadership required for our new philanthropic fundraising to succeed. He is an astute businessman with an ability to reach out to business and foundation leaders in our community.”

Mary Jane Pauling-Jones, Executive Director of Head Start of Rockland, added: “Dick is a long time advocate for and friend of Head Start. He understands the need for substantial local dollars to serve as match for our federal funding and to meet growing demand for space and facilities for children in need. We do not meet Rockland County’s needs with federal funding alone. We must and will do more to raise funds in the private sector.

As we celebrate Head Start’s 40th Anniversary this year, we look to build a strong and lasting foundation for its next 10-20 years. COMMUNITY PARTNERSHIP INITIATED

Shardell Gerald, assistant director and director of family and community partnerships for Head Start of Rockland, and Elizabeth M. Rozier and Barry Schechter from Target at the Palisades Center have announced the creation of a new partnership following Target’s donation of one thousand dollars ($1,000) for purchase of classroom books and educational materials for Head Start preschool and early childhood education.

Target employees coordinated by Barry Schechter, a lifetime Rockland resident with an interest in literacy and volunteerism, will take a leadership role in supplying volunteers for Head Start’s ongoing beautification and cleanup days at its new Second Avenue construction site. He will also recruit volunteers to read to children at each Head Start school in Rockland.

The new program was initiated by Rachel Wimer and Cathy Allison seeking Target funding that led to dialogue on other means of support, including use of Target volunteers in a variety of Head Start projects.

Gerald said: “We are pleased to have the financial and volunteer support and involvement of Target and its employees in Head Start activities and programs. We hope other companies and organizations will follow suit and find a means to collaborate with Head Start, whether by making donations or recruiting volunteers.

Elizabeth Rozier from Target added: “Target is committed to volunteerism and support of vital community services like Head Start and its work with low income children and their families. It is gratifying to be part of the building blocks that make for a better future for these children.”

Gifts of Appreciated Securities

In general, giving long-term appreciated securities to Head Start of Rockland provides two income tax benefits: first, no tax is imposed on the appreciated portion of the gift (otherwise generally taxed at long term capital gains rates), and second, the donor will receive a charitable deduction based on the stock's fair market value.

Each of us at Head Start of Rockland consider ourselves blessed to be working with young children and preparing them for success in elemen-tary school and beyond. Our work on a day to day basis is a cause and a mission, a way of life, if you will.We serve nearly 900 low income children and their families. Head Start programs and services range from early childhood education on basics of language, vocabulary and much more to assisting families with medical and social services.

One of our staff, Lilith Pabon,for example, recently helped a local Hispanic family through the maze of paper work that allowed them to open their own business, a deli or bodego, in Nyack. We always strive to go the extra mile every day.

It is gratifying to learn of a 40-year longitudinal study that has followed Head Start children in the Midwest and proved conclusively that graduates had greater success throughout their lives, well beyond the first few years of elementary school. We knew and believed that to be the case. It is wonderful to have our anecdotal cases and instinctual belief system confirmed.

We urge any one who attended Head Start in Rockland, or any where around the country, over the past 40 years to contact us, let us know what you’re doing today, and, join our Alumni Association.

Finally, we are excited about plans being developed to celebrate our 40th Anniversary throughout 2005. Please join the drive to build our new Second Avenue Head Start Center or give to other community Head Start Centers and programs. We look forward to hearing from you.

On behalf of Head Start of Rockland (HSR) and the nearly 900 low income children and families we serve, we ask that you consider making a charitable contribution to support construction of the new Second Avenue Head Start Center in Spring Valley, New York or other HSR facility, equipment and service projects.

The new Second Avenue Head Start Center will cost approximately five million dollars ($5,000,000). HSR has raised $3.3 million to date and anticipates an additional $1 million from a variety of public funding sources. Now, Head Start for the first time in its 40 year history is initiating a private philanthropy drive to bring in the nearly one million dollars needed for this and other facility, equipment and early childhood education program needs here in Rockland County

The Second Avenue Head Start Center when fully funded will have 14 classrooms and serve 170 low income children and their families. By taking part in Head Start of Rockland’s first fund drive, you help ensure the future success of these children. This project will have a profound positive impact on low income children attending Head Start, their families, and on the entire Spring Valley community and all of Rockland County.

Head Start Services

Today, Head Start of Rockland and its affiliated schools and centers provide early childhood education, health and social services to nearly 900 children and their families with a staff of 200, contract staff of 100, and innumerable volunteers. Among highlights of its services and development:

1. providing a Head Start to nearly 900 children each year with preschool and
early childhood education.

2. providing health and social services support services to the children’s families.
3. managing and direct operation of five Head Start Centers in Haverstraw, Nyack
and Spring Valley.

4. coordinating Head Start Services of Bais Mikroh in Monsey, Belz in Spring
Valley, New Square in New Square, Vien in Spring Valley & Viznitz in Monsey.

5. support of Child Care Resources of Rockland.

6. overseeing Teacher/Mommy Head Start/Day Care in Monsey.

7. support of West Street Child Care Learning Center.

8. collaboration and support of Kids Corner.

9. ESL (English As A Second Language) classes in Nyack on Mondays and
Wednesdays at 6:30pm and on Fridays at 6:30pm in Haverstraw.

History

Since starting with reading books to children and attracting them with Tootsie Rolls in 1964, Head Start of Rockland has become the leader in development and provision of preschool and early childhood education for children from low income families in Rockland County, as well as supportive health, nutrition and social services for children and their families. Head Start of Rockland has grown from one site to five sites and several contract sites and serves as the grantee for all federal funds earmarked to Head Start in Rockland County.

Head Start of Rockland is committed to excellence in early childhood education for children most in need and to serving a multitude of cultures and communi-ties, e.g., African-American, Hispanic, Orthodox Jewish, etc. Head Start is participating in standardized testing to measure outcomes and success of its programs, while creating a “Where Are They Now” program to find its graduates living and working in Rockland County and the tri-state region.

Mission

The mission of Head Start of Rockland is to provide opportunities for families and children to learn and grow in order to optimize their potential.
